Overall, it's a lot better and more interesting than the Officer Training School, though. It's where you increase squad sizes and purchase a bunch of gimmicky secondary benefits of highly variable utility, with soldier rank requirements to get everything.
The Guerrilla Tactics School is basically the Officer Training School from the previous game.
